With the whole world battling against COVID-19, here's a post that records the situation in Singapore.  There's also a similar post written in Chinese, please share it with those who prefer to read in Chinese.

As of 2020 June 16, noon, there are cumulative 40,969 cases, 31,163 discharged*, 2 in ICU and 26 deaths (aged 41~97).  Among the cases, over 90% (38,587 cases) are migrant workers from dormitories, 581 imported and 1,801 within local community.

Filing period for Year of Assessment 2020 began on 2020 March 1.  Due to COVID-19, the deadline has been extended to 2020 May 31.

[Cases]
A 31 year-old male migrant worker from India (Case 24013) collapsed at his dormitory and died of coronary thrombosis on May 10.  He was confirmed to have COVID-19 infection after his demise on May 11.

A 50 year-old male Thai national (Case 23908) was sent to hospital after suffering respiratory arrest on May 10.  He was confirmed to have COVID-19 infection on May 11.  On May 12, he passed away from cerebral haemorrhage.

To-date there are 9 cases excluded from COVID-19 death count.

A 53 year-old Indian national (Case 23550) was sent to hospital after suffering a cardiac arrest on May 9, on the same day he died from ruptured myocardial infarction due to coronary thrombosis.  He was confirmed to have COVID-19 infection on 10 May after his demise.  This is the 7th case that's excluded from COVID-19 death count.

A 44 year-old male migrant worker from Bangladeshi (Case 16370) was confirmed to have COVID-19 infection when admitted to Khoo Teck Puat Hospital on April 29 for a heart attack treatment.  His cause of death was reported as acute myocardial infarction.  This is the 6th case that's excluded from COVID-19 death count.

[Suspension of Services]
On April 6, 2020, Changi Airport Group (CAG) announced that operations at Terminal 2 (T2) will be suspended for 18 months with effect from May 1, 2020, with airlines to be relocated to the remaining terminals.  This decision was made in view of the steep decline in passenger traffic and the likelihood that air travel demand will not return to pre-COVID-19 levels in the near term.  It will also allow for the current T2 expansion works to be accelerated with expected completion possibly by 2023.

In addition, airport development levy will be suspended from April 13, 2020 to March 31, 2021.  This airport development levy was first introduced on July 1, 2018, where passengers beginning trips from Changi Airport to pay a rate of S$10.80 and passengers transiting through it pay S$3.

A 47 year-old male migrant worker from Bangladeshi (Case 17410) was confirmed to have COVID-19 infection after his demise.  His cause of death was reported as ischaemic heart disease.  This is the 5th case that's excluded from COVID-19 death count.

A 46 year-old male migrant worker from India (case 8190) was tested positive for COVID-19 on April 19.  On April 23 morning, he was found motionless at a staircase landing in Khoo Teck Puat Hospital and subsequently died of his injuries.  This is the 4th case that's excluded from COVID-19 death count.

[Enhanced Safe Distancing]
Following Circuit Breaker's extension, stricter crowd management measures are introduced.  Patrons' access to certain venues will require identification document, such as NRIC/FIN.  Based on the last digit of identification document, an even last digit (0, 2, 4, 6, 8) can visit on the even dates of the month, while an odd last digit (1, 3, 5, 7, 9) can visit on the odd dates of the month.  Those who are unable to produce identification document will be denied entry.  Currently this measure is applicable to these 4 popular markets:

  • Block 104/105 Yishun Ring Road (Chong Pang Market)
  • Block 20/21 Marsiling Lane
  • Block 505 Jurong West Street 52

With 7 employees tested positive for COVID-19, McDonald's heed advice from MOH to suspend all 130+ restaurants' operations (including delivery and drive-thru) from April 19, 1100 until May 4.

A 40 year-old Malaysian (Case 4754) who tested positive for COVID-19 on April 17, died on the following day from acute myocardial infarction with cardiogenic shock.  His death was excluded from COVID-19 death count.  This is the third case.

An 80 year-old Malaysian (Case 3381) who tested positive for COVID-19 posthumously died on the same day from causes not related to the disease.  His death was excluded from COVID-19 death count.  This is the second case, the first similar death case happened on April 8, 2020.

[Continued Stringent Measures]
It is now compulsory for everyone to wear a mask when outside of home, including light exercise such as walking and strolling.  There are some exceptions:
  • For child safety reasons, young children below the age of 2 need not wear
  • Those engaging in *strenuous exercise outdoors, but still need to wear a mask before and after exercise
    • *running, jogging, cycling, static exercises and drills for warm-ups, brisk walking
First-time offenders will get a fine of S$300, repeat offenders will face higher fines or prosecution in court for egregious cases

[Tighten Safe Distancing Measures]
In order to safeguard public health and prevent food contamination, all personnel engaged in the sale and preparation of food and drinks at all SFA-licensed food establishments are to wear masks or other forms of physical barriers (e.g. face shields).  Staff of food establishments must also ensure that delivery personnel entering their premises to pick up food items have their masks on.

A 32 year-old male long-term pass holder from India (Case 1604), had been swabbed at NCID for COVID-19 on April 7 and was advised to stay at home, pending the test result.  His chest X-ray indicated he did not have pneumonia.  He passed away at his residence the following day, and was confirmed to have COVID-19 infection after his demise.  As his cause of death is ischaemic heart disease, not due to complications from COVID-19 infection, his death was excluded from COVID-19 death count.

All returnees (Singapore Citizens, Permanent Residents, Long-term Pass Holders) with recent travel history to China (outside Hubei) within the last 14 days, will be issued with a SHN
  • SHN is stricter than the existing LOA regime, which had allowed returnees to leave their homes briefly, for example for their meals or to buy household supplies
  • Under SHN, leaving place of residence is strictly prohibited during the 14 days
  • Those who flout the SHN may face penalties and can be prosecuted under Section 21A of the Infectious Diseases Act.  If found guilty,
    • first offence, be liable to a fine not exceeding S$10,000 or an imprisonment term not exceeding 6 months or to both
    • second or subsequent offence, be liable to a fine not exceeding S$20,000 or an imprisonment term not exceeding 12 months or to both

WHO Director-General, Dr Tedros Adhanom Ghebreyesus, announced the official name of the disease as COVID-19.  A name that does not refer to a geographical location, an animal, an individual or group of people, and which is also pronounceable and related to the disease; this is in line with the agreed guidelines between WHO, the World Organisation for Animal Health and the Food and Agriculture Organization of the United Nations.

[Enhanced Precautionary Measures - Dormitories]
The Ministry of Manpower (MOM) issued a new advisory to all dormitories to step up cleaning and precautionary measures, including:
  • Suspend all mass activities to minimise risk of infections among residents;
  • Stagger the usage of common dormitory facilities, where possible, to further minimise cross-interactions between residents;
  • As an added precaution, make arrangements for residents on LOA to reside together with others on LOA, in a section of the dormitory that is separate from other residents.  In the event that this is not possible, there should be dedicated rooms for them.  These should not be the rooms that are set up for quarantine purposes; and
  • Make arrangements for food so that residents on LOA need not leave the premises.  If there is an urgent need for residents to leave the dormitory, the resident should be advised to minimise social contact and return to the dormitory as soon as possible.

[Cases]
A 39 year-old male Bangladeshi (case 42) was one of the first few infected migrant workers who reside at a dormitory.  Prior to hospital admission, he worked at Seletar Aerospace Heights work site and had visited Mustafa Centre.
On March 30, 2020, the patient's wife gave birth to a baby boy at their hometown, Bangladesh (see The Straits Times).  Another report (see The Straits Times) on April 16, 2020, stated that he has been transferred to a general ward after being in intensive care for over two months.

  • Returning Singapore Citizens, Permanent Residents, Long-term Pass Holders with recent travel history to mainland China within the last 14 days, will be issued a 14-day leave of absence (LOA)
    • During LOA period, must stay at home, not allowed to go to work place or school
    • Avoid social contact, avoid crowded places, refrain from attending social or public gatherings
    • May leave home briefly to attend to matters such as buy food or necessities, but must return home as soon as possible
    • Affected employer or self-employed person may collect S$100 per day under Quarantine Order Allowance (QOA) and MOM will waive the foreign worker levy for the LOA period
